Just go to CP-Settings-Member groups and add new group Moderators based on Administrators group, then edit it and remove extra permissions you don't want your moderators to have.

I think this is correct but not the exact solution for this issue.

Yes I did but then the moderator can delete and edit members, but also the administrator
Besides me I want him to edit and delete members, but not administrators
