Topic: when we add a new language package

For example, if I translated to Mandarin, what i have to do is

installing files under include/language/mandarin, then does it show in control panel so that admin can activate? or is there any other step to be done?

then you upload new languages files to to yours languages folders...
it will show you the new languages in cp with a red icon ...
click on it and now it will be a green icon. and now it is active.
