Topic: Zip Codes Install

I've looked a number of places and I can't seem to find any comprehensive zip-code installation procedure.
The link to the "docs" for zip codes doesn't work either.

Where do I put the update.tpl?  the update.php.  Where EXACTLY...?  and what do I do to install EXACTLY?

AHHH!  There it is!  I guess the linking on some things weren't really working...
