If your page rank is fluctuating in Google is because Google playing with there algorithms again I have a pr4 from Google but my keywords are still not getting picked up

It takes a lot of work to get high ranking positions in search engines. It's even more difficult if you're trying to target popular keywords. Stick to a niche, once your site begins to grow, you can start expanding.
