You want to ban a member from emailing, but not ban the member?
Create another, duplicate, member group, with all the functions available to them, except contacting other members - the 'naughty group, no emailing allowed'.
A member does something, so you give them a warning, or not, then move them into the non-emailing group until they meet your conditions.
