My site is totally free so I do not have paid membership. However, I would summarize it this way.

Initially you have a visitor to your site. vldPersonal calls visitors guests. If the visitor likes what they see, they are going to join your site. If they join they become a regular member. These different categories (guests, Regular members, Paid members, etc) are called groups in vldPersonals.

At this point, it depends on how you have your site permissions setup. When a visitor becomes a regular member, what they can do on your site depends on what permissions you assigned to the regular member group. For example, you may of setup permissions that limits the features a regular member can use and they have to pay to use more advanced features (i.e. send a message to other members). When they pay, they are assigned to the Paid Member group having more permissions.  It is really up to you what permissions you want to grant or assign  to each group.

Understand that you have control over what permissions you grant to each group. For example, my site is totally free. So in my case, after a visitor joins my site he becomes a regular member with all  permissions (except admin permissions). However, that is how I set my site up. How you set  up and run your site is up to you.

Do I need to make changes the Paid Mmbers group or is it by default set up to have some provileges?

Not sure. Like I said I do not use paid membership. However, even if I did, the answer to your question is to check out your permissions in your control panel to see if they are set the way you want. If not, change them.

It takes work. There is no shortcuts. I have a printed out all my permissions just to be certain all my sites (3 of them) were set the same. What I'm saying, it took hours and hours...trial and error....to get things the way I want. You learn by doing. So dive into your control panel and learn. If there is a specific permission you don't understand, ask here on the forum.
